Summary:

The incentive program provides support to Israeli companies working with foreign companies on commercialization-directed programs to develop new technological products or to significantly upgrade an existing technology.

The program provides financial incentive funded by the Innovation Authority parallel to funding provided by foreign entities such as states, countries, provinces, and cities worldwide. The incentive program offers a financial grant that enables to share the risk in funding the project and assistance with finding foreign technology partners.

Moreover, there is also the option to support Israeli companies’ technological pilot programs in different fields, that will be conducted at selected foreign entities’ Beta sites or that will be based on their capabilities, data, or information. Products submitted as part of this incentive program must be ready for testing (after proof of feasibility and development of most of the product) and without additional significant R&D content.

 

Program Description

Applications may be submitted under one of two options:

Multi-Government Support (pursuant to Section 5 of the International Procedure):

  • Neither partner provides the other with funding for their program expenses
  • The foreign partner is not an academic/research institution or a subsidiary, affiliate, or entity owned/controlled (directly or indirectly) by an academic/research institution. However, an academic/research institution may participate as a subcontractor of the foreign partner or as a member of a consortium that includes the foreign partner.
  • Under multi-government support, it is also possible to apply for approval of an international program without receiving a grant from the Innovation Authority, the same rules and provisions of the International Procedure and Benefit Program apply to such applications as well.

Local market expertise in key sectors such as agriculture, tourism, and smart manufacturing makes the Thai ecosystem a fertile environment for deploying innovative technological solutions tailored to large-scale emerging markets. Collaboration with Thai companies therefore opens the door to a dynamic market that encourages sustainable growth and opportunities for expansion. This program is open to pilot programs only.

Americas

Curiosity Lab

 A living lab connecting transportation infrastructure, logistics, and other advanced technologies within an active city and real-world environment. Located in Peachtree Corners, metro Atlanta, Georgia. Works with startups, corporate innovation teams, universities, and global partners to deploy and validate next-generation technologies under real operating conditions. This collaboration requires submission of a preliminary application to be reviewed by the American side to assess fit before advancing to a full funding application with the Authority. Eureka

Eureka is the European Innovation Network that offers collaborations with its partners in all technological fields:
ITEA4  – software-based systems

Collaboration with a Foreign Partner who is a Party to an International Agreement (pursuant to Section 6 of the International Procedure)

  • The foreign partner’s contribution (in cash or in kind) must be at least equal to the grant approved by the Innovation Authority for the applicant, and this contribution shall not be considered supplementary financing for the program.
  • For the avoidance of doubt, supplementary financing must come from a separate private source that is not the foreign partner.
  • This collaboration is within the framework of Multinational Corporations (MNCs) partnerships. 

Special partners requiring preliminary submission:

AstraZeneca AstraZeneca is a leading global pharma company focused on oncology, lung diseases, rare diseases, immunology, and cardiovascular diseases. Beam is a global real-world evidence research center led by AstraZeneca, established in collaboration with Tel Aviv University. It promotes high-quality research leveraging decades of high-quality Israeli health data to drive insights and advance patient care in Israel and worldwide. Israeli companies and startups are invited to submit a 1–2 page description of the proposed technology and potential projects of interest to AstraZeneca-Beam. A dedicated team will carefully evaluate proposals and select those to advance to the next stage.

Hyundai – A preliminary EOI form is required for those interested in collaboration with Hyundai. Submit the EOI form by May 15, 2026.

 

Criteria

Eligibility Criteria 

  • The applicant is an industrial corporation that has submitted an application for R&D support under an international program with a foreign partner for an execution period not exceeding 24 months, with a signed Letter of Intent (LOI) covering division of work, ownership of knowledge, and commercialization rights, including use of and access to program results. Note: in a pilot program, intellectual property remains with the Israeli applicant company. 
  • A foreign partner under a multi-government support application must be from the regions listed above; a foreign partner under an international agreement application must be from the corporations listed above. 
  • All R&D under the program must be carried out in Israel by Israeli residents, unless the Research Committee is convinced (with documented reasons) that part of the program must be performed outside Israel or by non-residents. If the applicant is the sole owner of all knowledge and IP arising from the program, the Innovation Authority grant may be used to pay for the foreign partner’s contribution to the program, in accordance with the subcontractor payment provisions. 
  • The applicant must not have a pending application for funding the same program (in whole or in part) under any Innovation Authority benefit Program or sub-program. 
  • No financial assistance from a government body or the Innovation Authority (directly or indirectly) has been received for the project, other than under this Benefit Program. No additional benefit will be granted for a project that has previously received a benefit under this program. 
  • The applicant must not have restricted bank accounts and must not be undergoing receivership, proceedings stay, liquidation, or similar proceedings. 
  • The applicant and its controlling shareholders must comply with the Regulations for the Encouragement of Industrial R&D (Conditioning of Approvals – Minimum Wage), 5771-2011. 
  • If the Innovation Authority has designated the application process under Section 4.2 of the Benefit Program, the applicant or application must meet those requirements. 
  • Remaining eligibility criteria are detailed in the International Procedure and the Benefit Program. 

 

Evaluation Criteria 

  • Technological aspect: Level of functional and technological innovation, complexity and depth, technological challenges, and technological feasibility. 
  • Business aspect: Business and economic growth potential, including market potential, market size/growth rate, competitive advantage (including IP strength), and market validation performed. 
  • Economic aspect: Incremental return to the Israeli economy, including high market entry barriers and potential to grow a complete company in Israel. 
  • Applicant capabilities: Ability to successfully complete the program, including managerial, technological/engineering, and business/marketing capabilities, and achievements to date. 
  • Challenge response: If the Research Committee designated the process under Section 4.2.z. of the Benefit Program, the degree to which the program addresses the published challenge. 

 

Application Process

The final deadline for submitting proposals is July 21, 2026, at 12:00 PM Israeli Time 

  • This announcement invites Israeli Companies to submit joint applications for R&D and/or Pilot projects no later than July 3rd, 2025, 12:00 noon (Israel Time)
  • Applicants are required to follow the local requirements and use the provided application format and instructions. Applications that are not in the approved format will not be accepted.
  • In addition to the Israeli companies’ application to the Israel Innovation Authority, their foreign partners must apply to the funding authority in their country.
  • Applications that would not be submitted to both countries will not be approved.
  • Results will be sent after the committees on both sides make their decisions (if necessary).
