Summary:
The incentive program provides support to Israeli companies working with foreign companies on commercialization-directed programs to develop new technological products or to significantly upgrade an existing technology.
The program provides financial incentive funded by the Innovation Authority parallel to funding provided by foreign entities such as states, countries, provinces, and cities worldwide. The incentive program offers a financial grant that enables to share the risk in funding the project and assistance with finding foreign technology partners.
Moreover, there is also the option to support Israeli companies’ technological pilot programs in different fields, that will be conducted at selected foreign entities’ Beta sites or that will be based on their capabilities, data, or information. Products submitted as part of this incentive program must be ready for testing (after proof of feasibility and development of most of the product) and without additional significant R&D content.

Program Description
The goal of this program is to encourage international collaborations between Israeli companies and other countries or international companies to accelerate the availability of innovative products in the global markets. The collaborations are open to all technological fields, whereas with the MNCs – collaborations are per specific technologies specified.

With expertise in key sectors such as agriculture, tourism, and smart manufacturing, Thailand provides a fertile environment for piloting innovative solutions tailored to emerging markets. China MOST (Ministry of Science & Technology) (All technology fields)
A partnership with the Ministry of Science & Technology of the People’s Republic of China enables collaborations with all provinces in China. Within this framework, a maximum of ten projects will be approved, with a maximum amount of 2 million RMB per project.
Jaingsu (All technology fields)
The wealthiest and most industrialized province in China, Jiangsu is at the forefront of innovation in the country. Jiangsu benefits from close ties with Shanghai and is a global hub for the high-tech, biotechnology, and green energy industries. The province is known for its advanced manufacturing capabilities, particularly in the fields of electronics, nanotechnology, and electric vehicles.
Shandong (All technology fields)
As China’s fifth-largest province, Shandong is a vibrant center of traditional industry, as well as a rising powerhouse in technological innovation. Leading strengths in the province include areas such as renewable energy, smart manufacturing, maritime technologies, and biotechnology, creating a dynamic ecosystem ideal for integrating and implementing innovative technological solutions.

Zhejiang’s strategic location near China’s trade centres makes it an ideal gateway to the Chinese market and the global economy. The province serves as a hub for groundbreaking developments, specializing in areas such as e-commerce, artificial intelligence, robotics, and renewable energy. Czech Republic

Bayer – Agri-Impact is a joint initiative of the Israel Innovation Authority, Bayer, the Fooksman Foundation, and the Nitsan Lab at Tel Aviv University (TAU) to support the piloting, adaptation, and scale-up of affordable and innovative solutions that address the challenges faced by smallholder farmers, specifically vegetable growers.
Successful Israeli applicants will receive funding from the Israel Innovation Authority, in-kind support from Bayer, and expert advice from Tel Aviv University to pilot and adapt their technologies with smallholder farmers connected to Bayer’s Better Life Farming (BLF) Centers in India.
Funding
The Israel Innovation Authority will support 20% to 50% of the approved R&D budget for up to 24 months, according to the funding regulations.

Application Process
The deadline for submission of applications is July 3rd, 2025 at 12:00 noon (IST)
- This announcement invites Israeli Companies to submit joint applications for R&D and/or Pilot projects no later than July 3rd, 2025, 12:00 noon (Israel Time)
- Applicants are required to follow the local requirements and use the provided application format and instructions. Applications that are not in the approved format will not be accepted.
- In addition to the local application, a Letter of Intent (LOI) and a Bilateral Application Form (BAF) must be submitted by each project partner to their respective funding organizations.
- In addition to the Israeli companies’ application to the Israel Innovation Authority, their foreign partners must apply to the funding authority in their country.
- Applications that would not be submitted to both countries will not be approved.
- Results will be sent after the committees on both sides make their decisions (if necessary).
