Summary:

SIIRD promotes and supports innovative joint projects between Israeli companies and Singaporean companies. The fund has four channels: Feasibility Study, R&D, Pilot, and Strategic Sector Programme (SSP).

Unlike the other channels in SIIRD, which are open to all sectors, the SSP is the only one whose topic is jointly chosen every year by the Governing Board according to the national strategy of both countries – This year’s SSP will support leading and disruptive R&D projects related to Generative AI.

 

Program highlights

Under the SSP, SIIRD is looking for proposals with groundbreaking projects in the chosen field. Aside from having 1 applicant company from Singapore and Israel each, it is also mandatory for at least 1 research performer (e.g. academia/research institutes) to participate in the project as sub-contractors, (minimum of 3 participants).

Project Duration: Up to 3 years

TRL: Project starting point- TRL 3 – 4; Project ending point- TRL 7 – 8

Participants’ Eligibility: 

1 Israeli Industrial Corporation + 1 Singapore Business Entity + Mandatory Subcontractor(s):  1 Israeli researcher and/or 1 Singapore researcher

  • Optional: additional Industrial Corporations (Israel) / Business Entities (Singapore) / researchers. All up to 3 entities from each side and a total of 6 entities for the whole consortium

Financing

The program provides Israeli companies up to USD 3 millionor 66% of the total project cost, whichever is lower, as a conditional grant (3-5%/year royalty).

 

Program Description

For the year 2025, the strategic focus of the fund will be on the field of Generative Artificial Intelligence (Generative AI). “Generative AI” is defined in this call for proposal as a technology based on machine learning and advanced computational models, designed to autonomously generate content, information, or new systems based on user requests. These applications enable groundbreaking innovation across scientific, industrial, and environmental domains.
Generative AI is categorized into three key application areas:

  1. Creation, enhancement, and acceleration of technological innovation – Developing new technologies that advance existing industries or enable the emergence of new fields of knowledge.
  2. Optimization of existing processes and performance improvement – Utilizing Generative AI to accelerate computations, reduce production costs, or enhance automation.
  3. Expanding knowledge and understanding of complex systems – AI capable of analyzing, simulating, and predicting the behaviour of intelligent systems, including generating synthetic data, simulations, and scientific models.

The following examples are potential scopes that are relevant (but not limited) to this call: Language models and text processing:

  • Scientific research and simulations (Scientific Generative AI)
  • Computer vision and image synthesis
  • Audio and speech processing
  • Video and visual content generation
  • Code Generation

Proposals may also be submitted for algorithmic improvements to Foundation Models, cost reduction in training processes, research and development in hardware and chip technologies for AI tasks, understanding the operational mechanisms of large models and enhancing their reliability, creating specialized models tailored to specific content domains, autonomous agent systems, and more.

Application Process

The Israeli partner is required to submit SIIRD application forms in accordance with the Israel Innovation Authority regulations, through the official Israel Innovation Authority’s Hebrew website: https://my.innovationisrael.org.il/

The Singaporean partner is required to submit SIIRD application forms to Enterprise Singapore website: Singapore–Israel Industrial RD Programme

Please note:

  • The deadline for submission is ‏‏15/07/2025 at 12:00 PM IL Time.
  • The Singaporean lead applicant needs to submit preliminary application 1 week before CFP deadline – by 8 Jul 2025 at the following link – Click here . The application needs to be submitted by both the Israeli and the Singaporeans partners.
  • All of the required document for submission for the Israeli side, are available on the Innovation Authority’s Hebrew websiteSIIRD webpage.
    • The Israeli company needs to register to the Israel Innovation Authority system (companies that applied for the Israel Innovation Authority’s support before, using the same user) and upload the proposal.
    • It is recommended to submit the proposal ASAP. Please do not wait until the last minute. SIIRD will accept only proposals that were submitted on time. SIIRD won’t be able to accept proposals submitted later than the deadline.
    • Please make sure that both partners successfully submitted the proposal on both platforms! SIIRD won’t be able to accept proposals that were submitted only on one platform.
