Summary:

Singapore-Israel Industrial R&D and Technological Innovation Fund (SIIRD) promotes and supports technological cooperation projects between Israeli and Singaporean companies.

The fund features the following four programs:

  • Feasibility test
  • R&D Collaboration
  • Pilot
  • Strategic Program

Unlike the other SIIRD programs, the Strategic Program is the only one that focuses on a specific topic jointly selected every year by the Fund’s Governing Board in compliance with the national strategy of both countries.

For this call for proposals, the SIIRD Governing board decided to support leading and disruptive R&D projects that provide a solution to at least one of the Climate-Tech Challenges.
Relevant technologies under the call scope include (but are not limited) the following:

  1. Clean Energy & Carbon Capture, Utilization & Storage (CCUS)
  2. Low-Carbon Buildings & Green Construction
  3. Water Ecosystems & Extreme Weather Events
  4. Waste Management & Circularity
  5. Food-tech
  6. Eco-friendly Manufacturing
  7. Eco-friendly Transportation

Program Description

As part of this strategic program, SIIRD would like to receive proposals for groundbreaking projects in the chosen field when the project partners are a company from each side and a research institution from either Israel or Singapore  (minimum of 3 participants). The goal for the strategic program projects is to start the project from a relatively low TRL (3-4) up to the pilot phase (TRL 7-8) while creating an impact in the field, by combining forces – Industry and Academia – in joint R&D to achieve a significant technological breakthrough.

This year, the multidisciplinary chosen topic Climate-Tech is defined as technologies that are explicitly focused on reducing GHG emissions or addressing the impacts of global warming. Climate tech applications can be grouped into the following three broad sector-agnostic groups:

  • Directly mitigate or remove emissions
  • Help us to adapt to the impacts of climate change
  • Expand our Knowledge about climate change

Criteria

Preconditions:

  • 1 Israeli Industrial Corporation + 1 Singapore Business Entity + Mandatory Subcontractor(s):  1 Israeli researcher and/or 1 Singapore researcher.
    Optional: additional Industrial Corporations (Israel) / Business Entities (Singapore) / researchers. All up to 3 entities from each side and a total of 6 entities for the whole consortium.
  •  Academia as a subcontractor in the Consortium can get up to 30% of the budget (each side)
  • Commercial product/technology.
  • Companies must be able to fund the supplementary part of their project budget after a grant.
  • Duration of the project up to 3 years (maximum).

Application Process

The Israeli partner is required to submit SIIRD application forms in accordance with the Israel Innovation Authority regulations, through the official Israel Innovation Authority’s Hebrew website: https://my.innovationisrael.org.il/

The Singaporean partner Singapore applicants need to submit a preliminary application form by 24 March to indicate their intention to apply. Thereafter, Enterprise Singapore will be in touch to provide more details on the application submission process. The full application must be submitted by 31 March 2025, to be considered for funding.

Please note:

  • The deadline for submission is ‏‏March 31st, 2025 at 12:00 PM IL Time.
  • The applications need to be submitted by the Israeli companies and their foreign partners in collaboration.
  • All of the required documents for submission for the Israeli companies, are available on the the Innovation Authority’s Hebrew website as well as on SIIRD webpage.
    • The Israeli company needs to register with the Israel Innovation Authority system via its Hebrew website (companies that applied for the Israel Innovation Authority’s support before, using the same user) and upload the proposal.

    • It is recommended to submit the proposal ASAP. Please do not wait until the last minute. SIIRD will accept only proposals that were submitted on time. SIIRD won’t be able to accept proposals submitted later than the deadline.
    • Please make sure that both partners successfully submitted the proposal on both platforms! SIIRD won’t be able to accept proposals that were submitted only on one platform.
