Summary:
The Israel Innovation Authority and the Ministry of National Security invite Israeli technology companies to apply for a grant to carry out technological demonstrations at pilot sites within Israel’s national security entities, with the aim of offering technological solutions to homeland security (HLS) challenges in Israel.
Program Description
This Call for Proposals is looking to find technological solutions to the following challenges:
- Open Security in Public Spaces
Development of solutions for mass screening above and below ground without halting passenger movement, even under partial or no screening conditions. These solutions should be based on the creation of an early, real-time intelligence picture. - Firefighting and Climate Change Preparedness
Development of systems and technologies for early detection, accurate identification, and effective deployment of firefighting resources. The solutions should be adapted to climate change-related scenarios in Israel. - Police Response to Low-Altitude Aerial Threats
Development of capabilities for detection, identification, and mitigation of low-flying unmanned aerial vehicles (UAVs), minimizing environmental damage while preserving public safety. - Decision Support Systems for National Security Commanders
Intelligent systems that continuously learn and improve, supporting commanders in security bodies with optimal recommendations for action. These systems should enhance command and control, decision-making, and the efficient allocation of resources and manpower. - Technological and Autonomous Means for Public Order Enforcement
Development of advanced technological and autonomous tools to increase enforcement, presence, and maintenance of public order in both urban and rural areas. - Addressing Additional Challenges Relevant to the Ministry of National Security
Innovative solutions responding to any other significant need or operational challenge faced by the Ministry or its affiliated bodies.
Finance
The total budget allocated to this call for Proposals by the Innovation Authority and the Ministry of National Security amounts to a total of 2.5 million NIS.
Criteria
Evaluation Criteria
- Technological Aspect: The level of functional and technological innovation of the product, including its complexity and depth, the technological challenges involved in the program, and its technological feasibility.
- Business Aspect: The applicant’s potential for business and economic growth as a result of the program’s success, including the business potential, market size and/or growth rate, competitive advantage (including strength of intellectual property), and market validation conducted.
- National Economic Impact: The added value to the Israeli economy, including the potential to overcome significant market entry barriers and the potential to develop a full-scale company in Israel.
Applicant’s Capabilities
The applicant’s ability to successfully complete the program, including management capabilities, technological/engineering capacity, business/marketing ability, and achievements to date.
Please note that the submitted proposal will also be evaluated based on:
- The practical feasibility of implementing the program’s outcomes within national security bodies.
- The extent to which the program addresses the Ministry of National Security’s prioritized areas.
- The estimated contribution of the program’s results to solving key challenges faced by the Ministry of National Security in Israel.
