Summary:

The Innovation Authority in collaboration with ISERD (Israel-Europe Research & Innovation Directorate) are enabling and calling Israeli companies to participate in the EU’s M-ERA.NET sub programs related to the field of matterials.

M-ERA.NET is a strong European network of public funding organisations supporting and increasing coordination and convergence of national and regional funding programmes on research and innovation related to materials and battery technologies to support the European Green Deal.

Technological innovation is the driving force behind M-ERA.NET’s contribution to achieve the environmental and growth objectives necessary for the green transition, supporting the circular economy and the Sustainable Development Goals (SDGs) set in the 2030 Agenda for Sustainable Development by the general assembly of the United Nations.

M-ERA.NET aims to strengthen the European Research Area (ERA) on advanced materials. M-ERA.NET funds ground-breaking research, facilitates knowledge exchange, promotes sustainable solutions in the field of materials science, and fosters transnational collaboration among researchers, academia, industry and other stakeholders.

Program Description

This call is designed to help to Israeli companies in submitting an application for the implementation of joint research and development programs under the M-ERA.NET subprogram with partners from countries participating in the subprogram, in accordance with ISERD’s Procedure and the Innovation Authority’s Applied Research in Academia and IndustryMAGNET Consortium program.

  • The sub-program’s Call for Proposals in 2025 includes the following fields:
  • Sustainable Advanced Materials for Energy Applications
  • Innovative surfaces, coatings and interfaces
  • Advanced composite materials and high-performance lightweight materials
  • Functional materials
  • Materials addressing environmental challenges
  • Next generation materials for electronics
  • For details on each field, please refer to the Guide for Proposers (pages 22-41)

Target Audience

The Call is open to Israeli companies and researchers from Israeli academia in the fields of materials, who plan to conduct joint research with Israeli companies (and for which an Israeli company will commit to funding at least 10% of their budget).

Funding

  • Israeli Industry partner will receive financing of 55% or 66%
  • Israeli academic partner will receive financing of 80%
  • Israeli participants approved in this Call for Proposals is 0.75 million EUR.
  • The implementation period will be carried out according to the M-ERA.NET Sub-program.
  • The total grant budget designated by the Innovation Authority for all Israeli participants approved in this Call for Proposals is 0.75 million EUR.
  • The above constitutes no obligation to pay this amount, in part or in full.

Criteria

Pre-condintions

Per the rules of the sub-program – submission within the framework of an international consortium, in the M-ERA.NET program, requires that the consortium has at least three partners from at least three different countries participating in the call.

Evaluation criteria

The criteria for the M-ERA.NET administrator are listed in the Guide for Proposers (phase one on page 54 and phase two on page 55).

Application Process

  1. Sumbissions to the Israel Innovation Authority
  • Applications for the first phase must be submitted to the Innovation Authority by May 15th,  2025 at 12:00 noon (Israel Time).
  • Submission of the application is possible only via the Personal Area on Innovation Authority’s Hebrew site only.
  • Submissions for the second phase in the two-step Call for Proposals:
  • Submission with no changes in their application (between the first and second phase) — will be required to submit a copy of the complete proposal submitted in Europe as well as a statement that there is no change in the tasks and budgets between the preliminary proposal and the full proposal to the Innovation Authority by November 26, 2025, at 12:00 noon (Israel time).
  • Submissions that feature changes to their application, will be required to submit their updated application and a copy of the full proposal submitted in Europe, including a detailed explanation of the nature of the change, to the Innovation Authority by November 26, 2025, at 12:00 noon (Israel time).
  • Submissions that were not included in the first phase submission, but were added to the submission in Europe in the second phase, will be required to submit their application to the Innovation Authority (as detailed for the first phase) with a copy of the full proposal submitted in Europe, by November 26, 2025 at 12:00 noon (Israel time).
  • The Innovation Authority accepts only complete and correct submissions, submitted with all required forms according to the terms of the benefits program and its procedures.
  • A company that wishes to receive confirmation that their application has been submitted correctly is requested to submit early.
  • Technical support will be provided from Sunday-Thursday 8:30 – 16:30.
  1. Submission to the M-ERA.NET administrator: According to information detailed in the M-ERA.NET Call.
    • Submissions for the first phase of the two-stage Call for Proposals must be submitted to the M-ERA.NET administrator by ‏May 13th, 2025 at 12:00 noon (Brussels time).
    • Those who pass the first phase must submit a full proposal to the M-ERA.NET administrator during the second phase by November 19th, 2025 at 12:00 noon (Brussels time).
