Summary:

This Call for Proposals is published under the Regulatory Pilot Program, within the Pilot Fund incentive program of the Israel Innovation Authority, in collaboration with the Israeli Ministry of Health. 

The program uniquely combines financial support with active regulatory guidance through a dedicated regulatory sandbox, enabling testing, implementation, and regulatory learning of advanced AI technologies in real healthcare environments. 

Relevant technology segments include, among others: 

  • Medical AI systems with high levels of automation and autonomy 
  • AI technologies that go beyond decision support 
  • Advanced applications of Generative AI in healthcare 
  • Solutions that transform clinical workflows, task allocation, and professional authority within the healthcare system

 

Program Description

The purpose of this Call for Proposals is to enable industrial corporations to break new ground in the development and implementation of breakthrough AI technologies for the healthcare system, while addressing complex regulatory challenges. 

The Call is based on the understanding that AI in healthcare is at a turning point: moving beyond decision-support systems toward advanced automation, changes in task distribution within clinical teams, and the emergence of new roles in healthcare delivery. 

The regulatory sandbox provides a safe and responsible framework for examining these technologies, supported by professional regulatory guidance from the Ministry of Health, with the goal of promoting innovation that improves quality of care, alleviates workforce constraints, and strengthens the healthcare system.

 

Criteria

Proposals will be evaluated based on the following criteria: 

Technological Aspect

  • The level of technological and functional innovation of the proposed solution, including its complexity, technological challenges, and overall feasibility.
  • The readiness of the product for pilot testing and/or demonstration in a real-world environment will also be assessed.
  • Proposals demonstrating higher technological maturity will receive a higher evaluation under this criterion.

Business Aspect 

  • The business and economic growth potential of the applicant following the successful completion of the program, including market potential, market size and growth rate, competitive advantage (including the strength of intellectual property), market validation, and the adequacy of defined success metrics for commercialization. 
  • The quality and relevance of the pilot or testing site will also be considered. 

Economic Impact 

  • The expected contribution to the Israeli economy, including the ability to overcome high market entry barriers and the potential for long-term company growth in Israel.

Applicant Capabilities 

  • The applicant’s ability to successfully execute the proposed program, including managerial, technological/engineering, and business/marketing capabilities, previous achievements, and the ability to carry out the program even without public funding. 
  • The applicant’s ability to penetrate target markets will also be assessed. 

Regulatory and Process Uniqueness 

  • The extent to which the proposal addresses the challenges defined in this Call for Proposals, the level of regulatory barriers faced by the innovation, and the potential contribution of the project to the advancement of regulatory frameworks in healthcare AI. 

 

Application Process

  • Applications under this Call for Proposals must be submitted online via the Israel Innovation Authority’s personal area on its Hebrew website. 
  • The submission deadline is April 14th, 2026, at 12:00 PM (Israel Time). 
  • The application includes, among other elements, completion of an online form and the submission of supporting documents, including the project budget and a Letter of Intent (LOI) with an Israeli pilot site. 
  • Only complete and properly submitted applications, in accordance with the program guidelines, will be reviewed. 
  • Following submission, applications will undergo a professional evaluation process, which may include an on-site visit by an appointed evaluator, subject to the discretion of the Israel Innovation Authority. 
  • Decisions are expected to be communicated by the end of June 2026.
