Summary:
Singapore-Israel Industrial R&D and Technological Innovation Fund (SIIRD) promotes and supports innovative joint projects between Israeli companies and Singapore companies. The program has four sectors:
- Feasibility Study
- R&D
- Pilot
- Strategic Sector Programme (SSP).
Unlike the other programs in SIIRD which are open to all sectors, the Strategic Sector Program (SSP) is the only one whose topic is jointly chosen every year by the Governing Board according to the national strategy of both countries – This year’s SSP will support leading and disruptive R&D projects related to Smart Cities multidisciplinary domain.

Program Description
SIIRD invites Israeli technological companies to submit joint proposals for feasibility studies, industrial R&D and pilot projects with Singaporean companies.
The program provides Israeli companies the opportunity to receive grants to work with their Singaporean partners on innovative technological R&D and pilot projects.

Program Highlights
Maximum Grant: USD 3,000,000 or 66% of the total project cost, whichever is lower.
Grant Type: Conditional grant for the Israeli company (3-5%/year royalty)
Project Duration: Up to 3 years
TRL: Project starting point- TRL 3 – 4; Project expected ending point- TRL 7 – 8
Participants’ Eligibility:
1 Israeli Industrial Corporation + 1 Singapore Business Entity
+ Mandatory Subcontractor(s): 1 Israeli researcher and/or 1 Singapore researcher
*Optional: additional Industrial Corporations (Israel) / Business Entities (Singapore) / researchers. Up to 3 entities from each side and a total of 6 entities for the whole consortium
In this call, Smart Cities will be focusing (but not limited) into four key application areas:
1. Smart Mobility & Transport Systems
- Connected public transport
- Autonomous vehicles and Smart traffic management
- Mobility-as-a-service (MaaS)
- Electric vehicle (EV) charging infrastructure
2. Urban IoT Platforms & Smart Infrastructure
- City-wide sensor networks
- Real-time data analytics
- Predictive maintenance
- Smart utilities (water, energy)
- Secure IoT integration
3. Climate Resilience & Adaptation
- Flood management
- Coastal protection and Water resource resilience
- Climate risk analytics
4. Urban Sustainability & Green Buildings
- Energy-efficient building design
- Green construction materials
- Renewable energy integration
- Carbon footprint monitoring
- Smart building management

Application Process
The Israeli partner is required to submit SIIRD application forms in accordance with the Israel Innovation Authority regulations, through the official Israel Innovation Authority’s Hebrew website

Deadline for applications’ submission is July 30th, 2026 at 12:00 PM (Israel time)
The applications need to be submitted by the Israeli companies and their foreign partners in collaboration.
All of the required document for submission for the Israeli side, is available in the Israel Innovation Authority’s SIIRD webpage.
- The Israeli company needs to register to the Israel Innovation Authority system (companies that applied for the Israel Innovation Authority’s support before, using the same user) and upload the proposal.
- It is recommended to submit the proposal ASAP. Please do not wait until the last minute. SIIRD will accept only proposals that were submitted on time. SIIRD won’t be able to accept proposals submitted later than the deadline.
- Please make sure that both partners successfully submitted the proposal on both platforms. SIIRD won’t be able to accept proposals that were submitted only on one platform.
