Horizon Europe Cluster 5 focuses on tackling climate change, promoting sustainable energy and advancing green mobility. This cluster aims to drive the green and digital transitions, contributing to a climate-neutral Europe by 2050. Cluster 5 of Horizon Europe invites proposals for groundbreaking projects that address critical challenges in climate action, clean energy and smart mobility

Application process
- Eligible applicants
Researchers, universities, businesses (including SMEs), NGOs and local authorities from EU member states and associated countries.
- Who can apply
A consortium of at least 3 independent legal entities (beneficiaries), each established in a different EU member states or associated countries (e.g. Israel); at least one member of the consortium must come from an EU member state.
- Additionally, some of the calls require the participation of specific partners in the proposal (for example: local authorities, social science and humanities). Read the specific topic carefully to see the requirements/
Funding
- Grants of up to several million Euros per project, according to the specific topic description.
- The funding rate of this grant will be 70% or 100% of the eligible costs + 25% overhead, depending on the type of funding mechanism. Research and Innovation Actions (RIA) and Coordination and Support Actions (CSA) will cover 100% of the expenses and Innovation Actions (IA) will cover 70% of the expenses.
- Nonprofit entities are always eligible for 100% of the eligible costs + 25% overhead.
Submission
The submission deadline date is available on the “calls for proposal” webpage; applications should be submitted by 17:00 Brussels time. It is highly recommended that the proposal beo submitted a few days prior to the official deadline!.
RIA/IA proposals must follow this provided template, CSA proposals must follow this provided template.
Evaluation process
- Your proposal will be first evaluated and scored remotely by at least 3 EU expert evaluators, giving it a grade of up to 5 on the three evaluation criteria: Excellence, Impact and Implementation.
- The evaluation process is expected to take 5 months after the deadline.
