Pilot for Physical Rehabilitation

Summary:

The Class Action Foundation, in collaboration with the Israel Innovation Authority and the Ministry of Health, invites Israeli technology companies to submit proposals for pilot projects aimed at improving the quality, accessibility, and efficiency of physical rehabilitation services in Israel. These projects should support the rehabilitation process and promote patient reintegration into society, employment, and leisure. These solutions should be applicable  for victims of the recent Iron Swords war. 

The pilots will be supported under the R&D Fund Incentive Program.

Relevant technological focus areas include (but are not limited to): 

  • Assistive robotics and wearable technologies for gait and mobility 
  • Brain-computer interfaces for advanced control and interaction 
  • Vision and hearing aids for enhanced sensory accessibility 
  • Mobility and motor function enhancement tools 
  • Cognitive accessibility and neuro-assistive solutions 
  • Augmentative and alternative communication systems 
  • Smart home technologies for people with disabilities 
  • Solutions enabling participation in leisure, tourism, fitness, and sports 
  • Digital health tools promoting independence and remote care 

 

Program Description

Proposals must present practical, innovative, and scalable solutions that address pressing needs in rehabilitation. Solutions should enhance the effectiveness and reach of rehabilitation services, particularly in light of increasing demand following recent national emergencies. 

Proposed projects should demonstrate how the technology contributes to better treatment outcomes, streamlined processes, improved patient engagement, or expanded access to underserved populations. All technologies must be at advanced development stages and ready for implementation in real-world pilot settings within Israel. 

 

Finance 

  • Grants will cover 20%–50% of the approved project budget. 
  • An additional 10% will be awarded to companies whose main activities are conducted in Development Area A, and 25% for companies operating primarily in the Gaza Envelope region. 
  • A startup company founded by an entrepreneur from a group entitled to preferential funding conditions (as defined in the incentive program), and that has not yet submitted an application under this program (including in other procedures), may receive a grant of up to 75% of the approved budget, provided that the requested budget does not exceed NIS 2.5 million. 

 

Criteria

Eligibility Criteria 

  • The applicant must be an industrial corporation that has submitted a request for support of an R&D project at the pilot (product trial) stage, addressing the defined challenge, with a project duration not exceeding 24 months. 
  • The entire R&D activity described in the application must be conducted in Israel by Israeli residents, unless the Research Committee is convinced, with documented justification, that part of the program must be carried out outside of Israel or by non-residents. 
  • The R&D activities must be executed by the applicant or by a party explicitly designated in the application, or by an authorized subcontractor as defined in Section 3.3(a)(7) of the incentive program (program change). 
  • The applicant must declare that it will retain ownership of all knowledge and intellectual property resulting from the R&D, from the moment of its creation. In cases of joint ownership, all owners must provide the same commitment, as defined in Section 14.3 of the incentive program. 
  • The proposed program must not be commissioned by any third party in return for full or partial payment or in exchange for partial or full ownership rights in the knowledge or product. 
  • The applicant must not have another active funding request for an identical or overlapping program under any of the Innovation Authority’s incentive tracks, including sub-tracks. 
  • No financial support from another governmental body or from the Innovation Authority (directly or indirectly) must have been received for this project, unless in accordance with the rules of this incentive program. No additional benefit will be granted for a project that has previously received a benefit under this program. 
  • The applicant must not be under financial difficulties, such as restricted bank accounts, receivership, liquidation, or similar proceedings. 
  • The applicant and its controlling shareholders must comply with the requirements of the Encouragement of Industrial R&D Regulations (Approval Conditions – Minimum Wage), 2011. 

 

Selection Criteria

The submitted proposals will be evaluated based on the following criteria: 

  • Technological Innovation – Level of technical advancement, complexity, and originality of the proposed solution 
  • Market and Business Potential – Prospects for commercialization, market-fit, and competitive advantage 
  • Economic Impact – Expected contribution to the Israeli economy and potential for sectoral growth 
  • Execution Capacity – The applicant’s technical, managerial, and operational ability to implement the pilot successfully 
  • Relevance to the Challenge – The degree to which the solution addresses the defined rehabilitation challenge in a measurable and impactful way.
