Summary:

The Human Capital for High-Tech Fund  supports a range of innovative solutions that might assist in the building of an infrastructure for high-quality personnel supporting the creation of whole companies and sustaining the Israeli high-tech industry.

The Innovation Authority invites relevant corporations to submit applications for support of new programs for the development and diversification of human capital in the high-tech industry as part of the Authority’s efforts to encourage programs that seek to address the challenges of developing skilled human capital for the knowledge-rich industry in Israel, with an emphasis on innovative solutions.

Program Description

The Innovation Authority invites relevant corporations to submit applications for support of new programs for the development and diversification of human capital in the high-tech sector as part of the Authority’s efforts to encourage programs that seek to address the challenges of developing skilled human capital for the knowledge-rich industry in Israel, with an emphasis on innovative solutions.

As part of this Call for Proposals, the Authority will support companies that will offer programs for hiring workers from peripheral areas through new branches that will operate in these areas. The grant received from the Innovation Authority will include practical training fees for inexperienced employees (juniors) whom this is their first job, as well as funding for experienced employees (seniors/team leaders) who will accompany and assist the new employees in an OJT model. If required, it is also possible to receive funding for theoretical training in accordance with the requirements of the employing company.

Criteria

As part of this call, the Authority will support the promotion of technological human capital from the periphery through their employment in new peripheral branches of high-tech companies according to the following emphasis:

  • The grant will be given for a ratio of 1:5, ie one senior employee (senior/team leader) for every five new employees without experience (juniors).
  • The main activity of the branch will take place in the periphery (specific definition of periphery are specified in the Hebrew version of the Human Capital In High-Tech Fund)
  • The new employees are required to meet the definition of “junior entitled to practical training”
  • The programs will be activated within six months of the investment award, the minimum period for the activation of the program will not be less than 6 months.
  • The applications will be submitted for an implementation period of 12-24 months.

A program whose requested budget is up to a total amount of NIS 1,000,000 – can gain a grant at a rate of 70% of the approved budget.

A program whose requested budget exceeds a total amount of NIS 1,000,000 and up to NIS 5,000,000 – can gain  a grant at a rate of 50% of the approved budget

A program with a requested budget exceeding NIS 5,000,000 and up to NIS 15,000,000 – can gain a grant at a rate of 30% of the approved budget

Application Process

  • All pertinent information for submitting an application is available only on the Authority’s Hebrew website under the Human Capital in High-Tech Fund
  • The applications must be submitted by September 20th, 2024, at 12:00 PM (Israel Time). Applications submitted after this date will not be considered.
  • Please note, applications can only be submitted via the Authority’s Hebrew website.
  • Please ensure you read all the instructions and conditions that appear in the benefit program and the program’s procedures.
