Summary:
The Israel Innovation Authority invites proposals for the establishment of an applied research consortium dedicated to the development of groundbreaking technologies in the field of artificial intelligence (AI). These technologies should be at the forefront of global R&D and have the potential to provide Israeli industry with a competitive edge in the international market.
Proposals must be submitted under the incentive program Applied Research Consortia. This incentive program supports the collaborative development of generic, pre-commercial technologies at Technology Readiness Levels (TRL) 2–5, encouraging shared resources and joint innovation.
Program Description
- Proposals should outline the development of innovative AI technologies that require collaboration between multiple partners from both industry and academia. These technologies may involve:
- Software-only solutions
- Dedicated AI hardware
- Hybrid systems combining both
- The technologies may foster multidisciplinary innovation and leverage existing strengths in Israeli academia and industry. Given the rapid pace of AI development, the proposed technologies must be truly groundbreaking, with a clear path from research to commercialization over a multi-year timeline.
- Each approved consortium must include:
- At least two research groups from one or more research institutions
- At least two industrial corporations
Finance
The Innovation Authority will award up to NIS 30 million in total grants for the entire duration (3 years) of the approved program. (66% grant rate to the Industrial corporation and 80% to the Academia while the remaining 20% shall be funded by the industrial corporations).

As outlined in the Incentive Program, the minimum requirement for the initial submission is the participation of two Israeli corporations. - Evaluation Criteria
Applications will be evaluated based on the criteria specified in the Incentive Program No. 5 and Sub Program A Submission & Approval Process - The process includes three stages:
1. Stage A – Submission of an initiative document
2. Stage B – Submission of a preliminary application
3. Stage C – Submission of the full work plan - At Stage A, a detailed consortium structure and work plan are not required. This stage is intended to assess the proposal’s relevance to the call. The initiative document must be submitted by one of the participating industrial corporations on behalf of all partners.
Application Process
Note: The July 15, 2025 deadline applies only to Stage A. Deadlines for Stages B and C will be announced later. The full approval process may take approximately one year.

- All aspects of the application process—including submission, evaluation, approval, grant allocation, and obligations regarding IP, reporting, and royalties—are governed by the Innovation Law, Incentive Program Applied Research in Academia, and its related procedures.
