Summary:

The year 2025 demonstrated significant demand for knowledge-transfer projects from abroad and for proof-of-concept activities of emerging technologies in Israel. The Israel Innovation Authority launched joint calls for proposals with partner organizations in Germany and Italy and received a large number of applications. In light of this, it was decided to set a dedicated submission deadline for international knowledge-transfer and commercialization proposals in 2026 as well.

 

Program Description

The purpose of this program is to strengthen the long-term technological advantage of Israeli industry in global markets through applied industrial research at Technology Readiness Levels (TRL) 2–5. This Program is intended to support applied research, by applicants that are an industrial corporation and a technology-transfer company – Pre-product research at Technology Readiness Level (TRL) 4, owned by a foreign research institution (mainly from Europe and North America, conducted for the purpose of producing and validating existing knowledge, adapting it, and integrating it into the needs of the industrial corporation)

Israeli companies and foreign research institutes from Europe and North America

 

Criteria

The Innovation Authority’s Research Committee will consider applications that meet the eligibility (threshold) conditions and will evaluate their quality in accordance with the criteria set out below.

Technological aspect:

(a) The level of technological innovation of the research, including its degree of complexity and depth, as well as the feasibility of the application.
(b) The extent to which the program is at a Technology Readiness Level (TRL) in the range of 2–5, in accordance with the provisions of the public call for proposals.
(c) The extent to which the research that is the subject of the application is based on technology that does not exist within the industrial corporation’s product development processes. It is clarified that an application will receive a higher evaluation the greater the extent to which the research relies on technology that is not part of the applicant’s existing product development processes.

  • Applicant capabilities:
    The ability to successfully complete the activity detailed in the application, as well as the applicant’s technological and managerial capabilities.
  • Business aspect (commercialization potential):
    The business potential embodied in the technology; market size and growth rate; and the technology’s competitive advantage (including aspects relating to intellectual property).

At each stage of the evaluation of the application, the Committee may receive and rely on opinions from various entities within the Israel Innovation Authority and/or external parties, including professional evaluators conducted on behalf of the Israel Innovation Authority and/or the relevant government entity.

As part of the application review process, representatives of the relevant government entity may join the professional evaluators.

The Research Committee, or anyone acting on its behalf, including external parties, may contact the applicant during the review and evaluation process with requests for clarifications or for additional information and documents required for the examination of the application. The applicant shall provide the Research Committee, or any person authorized on its behalf, with any additional information and documents requested that are necessary for the examination of the application.
