Summary:
The goal of this program is to encourage the establishment of a new private investor (Angels) clubs for investments in startup companies raising Pre-Seed and Seed funding rounds, with the aim of increasing the volume of investments in Israeli technology companies at these stages, as well as the number of entrepreneurs and ventures featuring technological innovation established and raising capital in Israel.

Program Description
The Israel Innovation Authority announces the launch of a competitive process for the selection of 3 (three) franchisees to operate private investor clubs (Angels Clubs) to invest in high-risk technology companies in the stages of raising Pre-Seed and Seed funding rounds. The franchisee will operate under Incentive Program the Israel Innovation Authority’s Innovation Incubators Fund.
Within this framework, the investor clubs will work to expose their investor members to potential innovative technological ventures across various tech sectors, assist in the investment evaluation and investment management processes, increase the number of member investors in the club, and maximize returns on their investments.
Financing
- A winner in the competitive process will receive a 3-year franchise to establish and operate an investor club for investments in technology companies operating in high-risk sectors.
- For each operational year during the franchise period, the franchisee will be entitled to a grant from the Israel Innovation Authority of up to NIS 2,000,000, subject to compliance with its obligations under this program.
Criteria
The grant funds received by a franchisee, as stated above, shall be used, among other things, for:
- Establishing the club and recruiting private investors to its ranks;
- Eemploying the Club Manager;
- Engaging with vendors to provide due diligence, legal, financial, and tax services for the investment needs of the private investors in the startup companies;
- Establishing business and strategic partnerships with venture capital investors, the high-tech industry, and Israeli academia.
NOTE: Grant funds cannot be used for direct investments in the technology companies.
Threshold Conditions (Eligibility Criteria)
- The applicant is a corporation legally incorporated and registered in Israel and operates in accordance with the laws of Israel.
- The applicant has a designated Club Manager intended to be employed on a full-time basis.
- The applicant and its controlling shareholders comply with the requirements of the Encouragement of Research and Development in Industry Regulations (Conditioning of Approvals – Minimum Wage), 2011.
- The applicant or its partners do not hold restricted bank accounts and are not undergoing receivership, stay of proceedings, liquidation, etc.
- No financial assistance has been received from a government entity or the Israel Innovation Authority, directly or indirectly, for the execution of the proposed activity detailed in the application.
Evaluation Criteria of the Application
- Applicant’s business plan. (25%)
- Scope, quality, and added value of the experience of the applicant and/or its partners. (20%)
- Scope and quality of experience of the proposed club team and Club Manager. (20%)
- Funding sources. (25%)
- General impression of the committee members. (10%)
Timeline
- The deadline for submitting clarification questions is July 16, 2026.
- Clarification questions may be submitted via email to: [email protected] only, up to the date specified above.
- The responses to the clarification questions will be published collectively on the CFP webpage on the Israel Innovation Authority’s website by July 30, 2026 and they shall form an integral part of the competitive process.
- The deadline for submitting applications is September 23, 2026 at 2:00 PM.
- Applications submitted after this time will not be accepted.
Note: The Israel Innovation Authority reserves the sole discretion to change any of the dates specified in this CFP by notice published on the Authority’s website – on the CFP webpage, including postponing any of the deadlines, provided they have not yet passed. It is the responsibility of the applicants to periodically check the Israel Innovation Authority’s website for schedule postponements and/or updates and/or changes and/or announcements and/or clarifications related to the competitive process.
Application Process
- Register/Log in to the Personal Area.
- Complete the online form and attach the required appendices as detailed in the CFP instructions.
- Additional attachments required by demand/relevance should be uploaded collectively.
- Read carefully the instructions of this Program and ensure compliance at the time of submission with the specified threshold conditions
- Online submission of the application will be through the Personal Area via the Hebrew website of the Israel Innovation Authority
- An applicant who believes parts of their application contain trade secrets and/or business secrets shall prepare a WORD document template in which they clearly redact (black out) the parts they consider confidential.
To avoid any doubt, no parts should be omitted from the application; parts should only be redacted if they are confidential in the opinion of the applicant. In addition to the redacted document, the applicant shall attach a document specifying all the parts that were redacted, providing justification for their position.
The applicant must ensure that their application has been received by the Israel Innovation Authority by the final deadline for submitting applications.
Applicants whose compliance with all threshold conditions specified in the this Program is approved may be invited to present their application to the Research Committee, at the Committee’s discretion.
