Program Description

This-two-stage call for proposals focuses on research and innovation across the raw materials value chain, including the supply of raw materials from primary and secondary sources, recycling and recovery, efficient use of raw materials in design and production, advancing circularity and the circular economy, and analysis of raw materials value chains. 

This call is open for the submission of applications to carry out joint research and development projects under the European Union sub-program entitled Raw Materials Partnership for the Green and Digital Transition (“RAMP Sub-Program”), together with partners from countries participating in the RAMP Sub-Program.

Prior to submitting an application under this call for proposals, and as a condition for participation, applicants are also required to submit an application to the call for proposals of the RAMP Sub-Program, for which an application must be submitted with at least two additional partners (for your convenience, see the Partner Search Platform below), as detailed in the RAMP Call.  

The RAMP Call supports international research and innovation projects in six areas across the raw materials value chain: 

Call Topics: 

1. Ensuring a resilient supply of raw materials from primary sources – including resource exploration and characterization, sustainable mining and extraction, refining, and raw materials processing. 
2. Targeting secondary sources to enhance access to raw materials – including the recovery and recycling of raw materials from end-of-life products, industrial and municipal waste, and other secondary sources, and their reintegration into production chains. 
3. Efficient and effective use of raw materials in design and production – including resource-efficient production, product design that enables reuse and recycling, substitution of critical raw materials, and the use of digital tools for monitoring and traceability. 
4. Overcoming technological barriers to circularity – including technologies for extending the lifetime of products and components through reuse, repair, refurbishment, remanufacturing, and repurposing. 
5. Putting circular economy ambitions into action – including solutions addressing regulatory, social, behavioral, and economic barriers, innovative business models, and standardization in the field of the circular economy. 
6. Innovative approaches for analysing raw materials value chains – including data management and standardization, dynamic models, life-cycle assessment, material flow analysis, and tools for transparency and traceability across the supply chain. 

Each proposal submitted to the RAMP Call must focus on one primary topic from the six areas listed above, preferably incorporating interdisciplinary and multidisciplinary approaches. 

Financing

• The Israel Innovation Authority grant rate for an industrial corporation will be up to 66% of the approved budget, and for a commercialization company, up to 80% of the approved budget. 
• The total grant budget allocated by the Israel Innovation Authority for all Israeli partners approved under the RAMP Sub-Program in 2026 is up to €0.5 million. 
• This does not constitute a commitment to pay this amount, in whole or in part. 
• Participants funded under this call will not be eligible to receive duplicate funding from the Israel Innovation Authority for the same activity, all subject to the provisions of the ISERD Procedure. 

Criteria

Eligibility Conditions 

• The eligibility conditions for submitting an application  for this call are set out in the ISERD Procedure and the Incentive Program. 
• This call is intended for applications at Technology Readiness Levels (TRL) 2-5. 
• It should be emphasized that commercialization companies or research institutions may submit an application for funding under this call only if they collaborate with an Israeli industrial corporation that is also a partner in the consortium, participates in the same work package, and has committed to funding at least 10% of the budget of their activities in the consortium. 
• The eligibility conditions for submitting an application to the RAMP Call are set out in Section 7.1 of the RAMP Guidelines. 

Application Evaluation Criteria 

• The evaluation criteria applied by the Israel Innovation Authority are set out in the ISERD Procedure and the Incentive Program. 
• The evaluation criteria applied by the RAMP management are set out in the RAMP Guidelines.

Application Process

This call for proposals is a two-stage call. Applications must be submitted both to the RAMP Sub-Program and to the Israel Innovation Authority, in accordance with the stages and deadlines detailed below. 

• Stage 1 
  • Submission to the RAMP Call: the application must be submitted by the consortium Coordinator, in accordance with the instructions set out in the RAMP Guidelines, by 22 September 2026 at 15:00 CEST. 
  • Submission under this Israel Innovation Authority: the Israeli partner is required to submit an application to the Israel Innovation Authority by 6 October 2026 at 12:00 noon (Israel time). 
  • Applications to the Israel Innovation Authority are submitted through the personal area on the Israel Innovation Authority website, in accordance with the instructions and provisions of the ISERD procedure and the Incentive Program.

• Stage 2 
  • Submission to the RAMP Call: only consortia that successfully pass the first stage (Pre-Proposal) will be invited to submit a full Proposal. The full proposal must be submitted by the consortium Coordinator by 15 February 2027 at 15:00 CET. 
  • Submission under this Israel Innovation Authority call for proposals: an Israeli partner whose consortium has been invited to Stage 2 of the RAMP Sub-Program is required to submit to the Israel Innovation Authority a request for changes (and not a new application) to the application submitted and approved at Stage 1 (if changes were made), as well as the Full Proposal submitted to the RAMP Sub-Program at Stage 2 of the RAMP Call, by 1 March 2027 at 12:00 noon (Israel time). 

Please Note: 

1. The budgeting rules applicable under this call for proposals are in accordance with the Israel Innovation Authority’s budgeting procedures and the Incentive Program. 
2. The submission deadlines for the RAMP Sub-Program are determined by the management of the RAMP Sub-Program and may be changed at its discretion. The dates listed above are provided for convenience only. Applicants are responsible for verifying the deadlines on the RAMP Sub-Program website, as well as all other current conditions and guidelines. 

Note:  

• At Stage 1, the Israel Innovation Authority will confirm preliminary eligibility to participate and to receive a grant from the Israel Innovation Authority. The approved budget and final grant rate will be determined only after the RAMP Sub-Program management has made its decision regarding the projects approved by it. *The Israel Innovation Authority accepts only complete and valid applications submitted together with all forms required under the Incentive Program and its procedures. 
• In the event of any discrepancies between the submitted forms, the budget file shall prevail. 
• Applicants wishing to receive confirmation that their application has been properly received are requested to submit it as early as possible.
• An application received after the applicable Israel Innovation Authority submission deadline specified above, or submitted in an incomplete or invalid form, will be rejected. 
• All of the foregoing, including with respect to the submission and examination of applications, decisions to approve or reject applications, the granting of benefits, and the obligations and rights of a benefit recipient, including in connection with know-how and intellectual property, reporting, and the payment of royalties, shall be governed by the provisions of the Innovation Law, the Incentive Program, the ISERD Procedure, and the procedures of the Israel Innovation Authority.  
• For the purpose of avoiding any doubt, the above constitutes a summary only of the ISERD Procedure, the Incentive Program, and its procedures, and the full versions thereof are the binding versions. In the event of any contradiction or inconsistency between this call for proposals and the provisions of the ISERD Procedure, the Incentive Program, or the applicable procedures, the provisions of the ISERD Procedure, the Incentive Program, and the applicable procedures shall prevail. 
• Nothing in this publication constitutes a commitment to grant any approval to any applicant.
