Techno-Economic Feasibility Program – R&D in Industry (MOFET) Fund  

Program's Description

This program implements the Israel Innovation Authority’s strategy to encourage global innovation ventures and the growth of Manufacturing-oriented industrial companies, with the objective of promoting technological depth and product development in fields with high economic potential. 

The program is designed to accelerate the growth of Israel’s advanced Manufacturing industry by leveraging technological innovation as a significant competitive advantage in the global marketplace, while generating substantial economic value for the Israeli economy. 

Goal of the incentive program

The objective of the program is to encourage research, development, and technological innovation among Manufacturing-oriented industrial companies by: 

  • Developing globally innovative products while expanding available funding sources for the development process. 
  • Establishing supporting frameworks that provide technological and business guidance for the development of innovative technological products. 
  • Expanding the technological knowledge base required for R&D Programs in Israel’s Manufacturing industry. 

Who is the incentive program for?

This program is intended for Manufacturing-oriented industrial companies seeking to advance research and development through: 

  • Developing an initial prototype of a globally innovative product; 
  • Conducting technological trials to evaluate the feasibility of an innovative concept; 
  • Conducting customer validation studies to assess commercial feasibility; and 
  • Additional feasibility activities, 

while offering the option of receiving support from a MOFET Accelerator for implementation of the program. 

What do you get?

  • A budget of up to NIS 2.5 million;
  • Funding of up to 60% of the approved budget;
  • 66% funding for companies located in Development Areas A and B;
  • Program duration of up to 12 months.

Criteria for evaluation

Pre-conditions

The applicant must be a Manufacturing-oriented industrial company, an industrial corporation legally incorporated in the Israel that owns a Manufacturing facility in Israel and meets all of the following conditions: 

  • The corporation has not been recognized as a Preferred Technological Enterprise. 
  • More than 50% of the corporation’s income during the calendar year preceding the submission of the Application was generated from the industrial Manufacturing of products produced at a Manufacturing facility owned by the corporation in Israel. 
  • The corporation’s R&D expenditure did not exceed 7% of its annual revenue in at least two of the three calendar years preceding the submission of the Application, or the corporation employs no more than 25 R&D employees. 
  • The Applicant does not have another approved Application at the same R&D stage for which the Program implementation period has not yet been completed. 

 

Evaluation Criteria

Applications will be evaluated based on the following criteria: 

  • The level of technological and functional innovation and the uniqueness of the proposed program compared to existing technologies and products worldwide. 
  • The level of technological challenge involved in implementing the proposed program and the likelihood of successfully achieving its objectives. 
  • The Applicant’s capabilities, including the team responsible for implementing the program and its ability to successfully complete the program and achieve commercial implementation. 
  • The Applicant’s business and economic growth potential resulting from the successful completion of the proposed program. 
  • The technological and economic contribution of the program to the Israeli economy, including its impact on expanding the company’s activities and Manufacturing operations in Israel. 

How to submit a request for investment

  • Applications submitted by May 20, 2026, at 12:00 PM (noon) will receive the Research Committee’s decision by mid-August 2026.
  • Applications submitted between May 20, 2026, and August 20, 2026, by 12:00 PM (noon) will receive the Research Committee’s decision by the end of November 2026.
