Introduction, Purpose, and Definition
The Israeli National Technological Innovation Authority (the “Authority” or “Innovation Authority”) issues this Request for Information (RFI) in order to obtain information from the market regarding existing capabilities, operating models, and experience relevant to the possible establishment of an operational Landing Pad program for Israeli technology companies in India.
For the purpose of this RFI, a Landing Pad program refers to a hands-on, market-facing operational platform that supports foreign technology companies in engaging with a local market, primarily through practical assistance, ecosystem access, and execution-oriented support. Specifically, it is expected to support and facilitate R&D in the Israeli high‑tech industry through, among other means, transition from initial interest to concrete technological development; access relevant ecosystem players for technological validation and improved product and market readiness; navigate regulatory and operational challenges to enable technology integration into deep-tech domains; and build working relationships that may continue beyond the support period. It is not intended to function as an accelerator program, a grant mechanism, or a generic training framework (the “Landing Pad“).
The purpose of this RFI is to improve the Authority’s understanding of the range of potential operators, approaches, and practical models that may be applicable in this context. The information received may be used by the Authority in assessing the feasibility and, if applicable, designing future action in relation to the Landing Pad, including a future Request for Proposal (RFP).
The Israel Innovation Authority invites the public to submit their opinions and recommendations on this RFI, in accordance with Annex A – RFI Response Form.
This RFI is exploratory and non-binding. It does not constitute a tender and does not obligate the Authority to proceed with any further process, select an operator, or enter into any contractual engagement.
Program Description
The Purpose of the Possible Landing Pad
The possible Landing Pad is expected to be relevant for Israeli technology companies, including startups and R&D-oriented corporations, that are beyond the early ideation stage and have a concrete interest in engaging with the Indian market. Such engagement may also include business development activities, pilots, partnerships, technological validation, or initial market entry efforts. Participating companies may differ in sector, stage of development, objectives, and readiness level.
Possible Operating Model and Scope of Services
The Landing Pad may operate on a cross-sector basis, a sector-focused basis, or a hybrid model, depending on the operator’s expertise and approach. The Authority does not prescribe a specific operating model at this stage and is interested in understanding approaches that are already applied in practice by potential operators.
It is anticipated that the operator of the Landing Pad would be responsible for its hands-on operation and for working directly and simultaneously with participating companies operating in different sectors and stages of development, while ensuring effective coordination and delivery of activities within a structured operating framework. It is anticipated that each Landing Pad will be time limited and will last approximately 3-6 months.
Possible indicative domains of the Landing Pad’s operating model and scope of services are outlined in Annex A.
Application Process
Submission Instructions
- Those who are interested to contribute information and present their opinions and recommendations on the subject of this RFI, are asked to follow the structure set out in Annex A – RFI Response Form and send them in writing to the emails: [email protected] no later than 26/02/2026.
- Submissions should clearly state the identity and affiliation of the respondent (e.g., high-tech company, startup, entrepreneur, investor, service provider, academic institution, etc.).
- Responses should be written in clear, straightforward English and focus on practical, experience-based information. Marketing language and promotional materials should be avoided.
General Information and Retention of Rights
- This RFI does not create any obligation toward any respondent, and the Innovation Authority, or anyone acting on its behalf, shall retain its sole and absolute discretion regarding its course of action.
- Neither the publication of this RFI, nor any documents attached hereto, nor any action taken in connection herewith, shall create any obligation or commitment by the Government of Israel, the Innovation Authority, or anyone acting on their behalf toward any respondent or entity.
- This RFI does not confer any rights or advantages on respondents in any future process or procedure and does not constitute a commitment to issue an RFP or enter into any contractual engagement.
- Without derogating from any provision in this RFI, the Innovation Authority, or anyone acting on its behalf, reserves the right to contact any or all respondents with requests for clarifications, additional information, or any other data, at any time following the publication of this RFI.
- The Innovation Authority, or anyone acting on its behalf, may use the content of any position papers, annexes, or other documents submitted in response to this RFI for the purpose of formulating recommendations concerning the Landing Pad program, or for any other purpose. The Innovation Authority reserves the right to respond, or to refrain from responding, to any submission received under this RFI.
- Respondents acknowledge that the Innovation Authority may use any information submitted in response to this RFI, and accordingly, hereby waive any right to raise any claim, demand, or cause of action against the Innovation Authority, or anyone acting on its behalf, with respect to any rights arising from or relating to their submission or to any material attached thereto.
- The Innovation Authority, or anyone acting on its behalf, may, at any stage and subject to applicable laws, meet with any entity or respondent it deems appropriate, without limitation.
- All costs associated with preparing and submitting information in response to this RFI shall be borne exclusively by the respondents, and the Innovation Authority shall have no responsibility or liability in this regard.
- A response to this RFI does not constitute, and shall not be considered, a substitute for submitting any applicable formal application or proposal initiated by the Innovation Authority thereafter, and any such application or proposal shall be submitted in accordance with the applicable rules, procedures, and guidelines.
- Submission of a response to this RFI is not a prerequisite for participation in any future processes or procedures, should such processes or procedures occur.
- For the avoidance of doubt, it is clarified that the Innovation Authority has not yet determined whether or how it intends to proceed with the subject matter of this RFI, and this request is not a request for proposals and is not part of tender procedures or a benefit track or any other procedure for receiving proposals or offers. It is solely a request for information, and any continuation of the process shall be considered by the Innovation Authority at its discretion. This RFI shall not be deemed an offer or an invitation to apply or enter into any engagement under the Mandatory Tenders Regulations, 5753-1993, or under any other applicable law or regulation.
- For the avoidance of doubt, nothing in this RFI, including any documents attached hereto, shall obligate the Innovation Authority in any manner, including with respect to the continuation of this process or the issuance of any further requests for information or statements. This RFI constitutes only an initial request for information, and the Innovation Authority shall determine its further actions based solely on its discretion.
Annex A – RFI Response Form (Mandatory)

Listed below are details of the information that the Innovation Authority wishes to receive as part of the response. Whatever is specified below is not a closed list, and it is certainly possible to expand on topics that are not included in this list and which, in the respondents’ opinion, are important to refer to.
A1. Organization Overview
Legal name, country of registration, year of establishment, and main locations of operation in India.
A2. Relevant Experience
Description of relevant activities or programs operated, including 1–2 concrete examples, and experience supporting international technology companies.
A3. Operating Model
Description of the operating model and how participating companies are supported and managed over time. The Authority does not prescribe a fixed service structure at this stage and seeks to understand prevailing operating approaches in the market.
For information purposes only, respondents are invited to describe how the operating model described in the RFI could be implemented in practice, including how resources, team capacity, and ecosystem engagement would be managed, particularly where multiple companies are supported in parallel.
Indicative characteristics of the operating model may include, inter alia, primary activity conducted in India; the ability to support several companies simultaneously; the provision of structured company intake and planning, business development facilitation market access support, ecosystem and corporate engagement, and regulatory or operational support (as applicable), structured follow-up and progress tracking; and the use of physical, hybrid, and remote interaction formats, as appropriate.
Respondents are also invited to describe the types of practical outputs typically generated during the engagement period (e.g., forms of ecosystem access, business development facilitation, support for pilot or partnership discussions).
A4. Market and Ecosystem Engagement
The Nature of engagement with ecosystem actors, corporations, investors, and other stakeholders.
A5. Operator Experience and Capabilities,Team and Local Presence
Respondents may provide relevant information, to the extent available, regarding their ability to potentially operate the Landing Pad activities described in this RFI and to deliver hands-on, market-facing support to participating companies in India.
Relevant experience may include hands-on market-entry support, operational presence in India, engagement with local ecosystems, and work with international technology companies. Where relevant, respondents are encouraged to provide concrete examples.
Description of local team structure and physical presence in India (including cities or regions).
A6. Success and Follow-Up
For information purposes only, respondents are invited to describe how success or progress is typically managed and assessed in similar activities or programs they have operated.
Such considerations may relate to company-level progress during the support period, effectiveness of market engagement activities, and indications of continued engagement following completion of the activity, and post-engagement follow-up.
A7. High-Level Cost and Resource Considerations
Respondents to this RFI are expected to provide a high-level, non-binding overview of indicative resources and cost drivers associated with the possible operation of a Landing Pad.
The overview should describe the anticipated team structure, key functional roles, and the general resource allocation required to operate the proposed model.
Respondents are requested to clearly state the key assumptions underlying their resource and cost overview, including (as applicable) the indicative number of companies supported in parallel, indicative duration per company, and the general level of service intensity.
