Summary:
The Israeli Innovation Authority operates a voucher program, which is designed to support Israeli companies in utilizing advanced R&D infrastructure and data repositories. The program provides discount vouchers for access to Israel’s National Supercomputer, operated by Nebius. The aim is to promote technological innovation, accelerate product development, and strengthen the competitiveness of Israeli industry.
The voucher program is designed for Israeli companies (startups and established firms) engaged in AI-based product development, and is intended to:
- Facilitate access to high-performance AI computing.
- Support the development and commercialization of innovative AI products.
- Encourage the adoption of cutting-edge technologies in research and development processes in the field of AI.
- Provide Israeli companies with a competitive advantage in global markets.
What do you get?
The program grants a total of 1,000 Nvidia B200 GPUs per month, with the following allocation between industry and academia:
Industrial corporations (product development) – 70% of the above resources.
Research institutions (academic research) – 30% of the above resources.
- The minimum allocation per submission is 16 Nvidia B200 accelerators, or alternatively 72 Petaflop/sec, for a period of one month and up to six months. Allocation is made in standard units and is intended for those demonstrating a genuine need for advanced computing infrastructure to promote breakthrough research.
- Applicants may receive a voucher for the use of Nebius computing resources at a reduced cost of 30% off the market price.
- This program is designed to support product development programs in the field of artificial intelligence. The benefit is aimed at Israeli industrial corporations developing products for commercial purposes within the framework of a research and development program.
Criteria
Eligibility Criteria for Industrial Cooperations
- For each of the submission dates, if demand is less than or equal to the available supply, all applications that meet the threshold conditions will be approved by the research committee.
- The research and development covered by the program, in all its components, must be carried out in Israel by Israeli residents, unless the research committee is convinced, with reasons recorded, that it is essential for part of the program to be carried out outside Israel or by non-residents.
- Applications are for vouchers to use Nebius computing resources.
- The applicant must be a registered Israeli company.
- The main activity to be carried out under the applications is at the development stage.
- Applications must be for a minimum of 16 Nvidia B200 accelerators, or alternatively 72 Petaflop/sec.
- Vouchers may be redeemed starting the month following the committee’s approval, for a period of at least one month and no more than six months.
- Applications are for vouchers at a reduced cost of 30% off the market price (as published from time to time on the Nebius website).
Eligibility Criteria for Research Instructions (Academic Research)
- The program is designated for publicly funded academic institutions and supports research-stage activities only. It does not apply to other activities such as product development, teaching, or testing conducted for non-research purposes.
- Eligibility is independent of whether an application has been submitted for funding under any of the Israel Innovation Authority’s incentive programs.
- Eligible institutions may apply to receive a voucher granting an 80% discount off the market price for the use of Nebius computing accelerators, as published from time to time on Nebius’ website.
Application Process
Estimated Dates for Notification of the Research Committee’s Decisions and Voucher Utilization Periods
- Applications submitted between January 1, 2026 – February 4, 2026 at 12:00 PM (noon) will be eligible for a voucher utilization period beginning no earlier than April 1, 2026.
- The Research Committee’s decision will be sent to the Applicant by mid-March 2026.
- Applications submitted between February 4, 2026 – March 10, 2026 at 12:00 PM (noon) will be eligible for a voucher utilization period beginning no earlier than May 1, 2026.
- The Research Committee’s decision will be sent to the Applicant by mid-April 2026.
- Applications submitted between March 10, 2026 – March 30, 2026 at 12:00 PM (noon) will be eligible for a voucher utilization period beginning no earlier than June 1, 2026.
- The Research Committee’s decision will be sent to the Applicant by mid-May 2026.
- Applications submitted between March 30, 2026 – May 6, 2026 at 12:00 PM (noon) will be eligible for a voucher utilization period beginning no earlier than July 1, 2026.
- The Research Committee’s decision will be sent to the Applicant by mid-June 2026.
- Applications submitted between May 6, 2026 – June 11, 2026 at 12:00 PM (noon) will be eligible for a voucher utilization period beginning no earlier than August 1, 2026.
- The Research Committee’s decision will be sent to the Applicant by mid-July 2026.
- Applications submitted between June 11, 2026 – July 8, 2026 at 12:00 PM (noon) will be eligible for a voucher utilization period beginning no earlier than September 1, 2026.
- The Research Committee’s decision will be sent to the Applicant by mid-August 2026.
- Applications submitted between July 8, 2026 – August 5, 2026 at 12:00 PM (noon) will be eligible for a voucher utilization period beginning no earlier than October 1, 2026.
- The Research Committee’s decision will be sent to the Applicant by mid-September 2026.
- Applications submitted between August 5, 2026 – August 31, 2026 at 12:00 PM (noon) will be eligible for a voucher utilization period beginning no earlier than November 1, 2026.
- The Research Committee’s decision will be sent to the Applicant by mid-October 2026.
- Applications submitted between August 31, 2026 – October 8, 2026 at 12:00 PM (noon) will be eligible for a voucher utilization period beginning no earlier than December 1, 2026.
- The Research Committee’s decision will be sent to the Applicant by mid-November 2026.
- Applications submitted between October 8, 2026 – November 5, 2026 at 12:00 PM (noon) will be eligible for a voucher utilization period beginning no earlier than January 1, 2027.
- The Research Committee’s decision will be sent to the Applicant by mid-December 2026.
- Applications submitted between November 5, 2026 – December 10, 2026 at 12:00 PM (noon) will be eligible for a voucher utilization period beginning no earlier than February 1, 2027.
- The Research Committee’s decision will be sent to the Applicant by mid-January 2027.
- Applications submitted between December 10, 2026 – January 7, 2027 at 12:00 PM (noon) will be eligible for a voucher utilization period beginning no earlier than March 1, 2027.
- The Research Committee’s decision will be sent to the Applicant by mid-February 2027.
It is clarified that the Israel Innovation Authority may, as necessary and at its sole discretion, modify the dates for issuing the Research Committee’s decisions, without prior notice.
In addition, the Israel Innovation Authority may, as necessary and at its sole discretion and without prior notice, update that Nebius has replaced the type of accelerators used by the company.
