{"id":1443,"date":"2023-05-10T09:14:17","date_gmt":"2023-05-10T09:14:17","guid":{"rendered":"https:\/\/innovationisrael.org.il\/en\/?post_type=kol_kore&#038;p=1443"},"modified":"2023-05-29T05:53:13","modified_gmt":"2023-05-29T05:53:13","slug":"china-israel-6th-call-for-proposals-for-joint-industrial-rd-projects","status":"publish","type":"kol_kore","link":"https:\/\/innovationisrael.org.il\/en\/kol_kore\/china-israel-6th-call-for-proposals-for-joint-industrial-rd-projects\/","title":{"rendered":"China-Israel 6th Call for Proposals for Joint Industrial R&amp;D projects"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">Participating Agencies<\/h2>\n\n\n\n<p>MOST \u2013 China Ministry of Science and Technology<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Summary<\/h2>\n\n\n\n<p>China &#8211; Israel Cooperation Program for Industrial R&amp;D &#8211; A bilateral framework providing financial support for collaborative industrial R&amp;D ventures between Israeli &amp; Chinese companies<br>The government of The People&#8217;s Republic of China (PRC) and the government of the State of Israel signed a bilateral agreement in 2010 to form the China \u2013 Israel Cooperation Program for Industrial R&amp;D, with the primary aim of supporting joint industrial R&amp;D projects aimed at the development of products or processes leading to commercialization in the global market. &nbsp;&nbsp;<\/p>\n\n\n\n<p>Within the context of the bilateral framework, funding mechanisms have been created, through which industry may seek support for joint bilateral industrial research and development (R&amp;D) projects and product adaptation projects, involving at least one Chinese company and one Israeli company.<br>The bi-lateral framework is jointly implemented by the Chinese Ministry of Science and Technology (MOST) on behalf of the Chinese government and by the Israel Innovation Authority in Israel.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Relevant Technologies<\/h2>\n\n\n\n<p>All Technology Sectors<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Program Description<\/h2>\n\n\n\n<p>This call is open to joint projects in all technological sectors, based on merit that include science and technology (S&amp;T) development leading to commercial success, social good and benefit to both countries.<br>This Call for Proposals is providing support for &#8220;product customization&#8221; projects focused on developing new products based on the modification \/ customization of existing products or technologies, which are targeted at the Chinese market.<\/p>\n\n\n\n<p>Please note \u2013 since it is a joint program with the Chinese National Ministry of Science &amp; Technology, the total procedure is longer. Please check the full agenda in the guideline, which is available for downloading below.&nbsp;<br>All companies who are interested in the Chinese market or companies that already have operation in China.&nbsp;<br>This program is open for partnerships from all over China and does not limited to specific province\/city.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Criteria<\/h2>\n\n\n\n<h4 class=\"wp-block-heading\">Eligibility in China&nbsp;<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Eligible applicants will be R&amp;D performing Chinese registered companies operating in the People&#8217;s Republic of China (PRC).&nbsp;<\/li>\n\n\n\n<li>A company cannot apply for funding simultaneously for the same project to this bi-lateral program and to other bi-lateral program Israel has with other Chinese Province\/City&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>For more information on eligibility and registration in China &#8211;&nbsp;<a href=\"http:\/\/www.most.gov.cn\/mostinfo\/xinxifenlei\/fgzc\/gfxwj\/gfxwj2019\/201909\/t20190930_149079.htm?from=groupmessage&amp;isappinstalled=0\" target=\"_blank\" rel=\"noreferrer noopener\">click here<\/a><\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Eligibility in Israel&nbsp;<\/h4>\n\n\n\n<p>Eligible applicants will be R&amp;D performing Israeli registered companies operating in Israel.&nbsp;<\/p>\n\n\n\n<p>The criteria to be followed in order to apply to the program call are:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>&nbsp;At least two science and technology companies from the respective countries should express a desire to cooperate in the research and development of a new product or a new process, or in the adaptation of an existing product\/process to the foreign market.&nbsp;<\/li>\n\n\n\n<li>The project may involve more than one company from each side; academic \/research entities are eligible to join as sub-contractors only.<\/li>\n\n\n\n<li>R&amp;D under the joint project should focus on either:\n<ul class=\"wp-block-list\">\n<li>Developing Products that are highly innovative with significant commercial potential. The joint industrial R&amp;D project should aim at the development of products\/processes leading to commercialization in the global market;&nbsp;<br><br>OR&nbsp;<br>&nbsp;<\/li>\n\n\n\n<li>Adapting \/ customizing existing product\/process, belonging to the Israeli Company partner, to the needs and conditions of the Chinese market &nbsp;<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The project partners should agree in advance on the IP rights and on the commercialization strategy of the product or process.<\/li>\n\n\n\n<li>The project should demonstrate the contribution of the participants from both countries<\/li>\n\n\n\n<li>The project must be balanced between participants and strategically significant to both partners.&nbsp;<\/li>\n<\/ol>\n\n\n\n<p>Any partner whose cooperative R&amp;D project is consistent with the aforesaid criteria can apply to the present Call for Proposal in accordance with the national Laws, Rules, Regulations and Procedures in effect.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Funding<\/h2>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Funding support will be given to each partner by its own Implementing Organization; Chinese Ministry of Science and Technology Department (MOST), the People&#8217;s Republic of China (PRC), and the Israel Innovation Authority in Israel) in accordance with the national laws, rules, regulations and procedures in effect.&nbsp;<\/li>\n\n\n\n<li>The total grant from the Government of the People&#8217;s Republic of China (PRC), via the Ministry of Science and Technology (MOST) under the financial support of the China-Israel R&amp;D Program, will not exceed 2 Million RMB(around 330,000$) per project, in accordance with the national laws and regulations. &nbsp;<\/li>\n\n\n\n<li>The total funding from the Government of Israel via the Israel Innovation Authority, under the financial support of the China-Israel R&amp;D program, will not exceed 50% of the eligible and approved costs of the R&amp;D, in accordance with the national laws and regulations.&nbsp;<\/li>\n\n\n\n<li>The total number of projects supported by MOST is around 10 projects.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Application Process<\/h2>\n\n\n\n<p>The application submitted in 2 phases:<\/p>\n\n\n\n<p><strong>Phase 1:<\/strong><\/p>\n\n\n\n<p>Deadline for submission: November 30, 2019<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Fill out the application Form (Phase I Application) together with your partner and prepare the Letter of Intent re: IP plan.&nbsp;<\/li>\n\n\n\n<li>Apply (1st phase) \u2013 The Israeli company should submit their Application Form+Letter of Intent (LOI) via email to the Israeli Program Managers.<\/li>\n\n\n\n<li>Note: For the submission phase, only a Letter of Intent (LOI), a preliminary agreement or draft MoU is required, however the final agreement has to be presented to the funding authorities only after the project is jointly approved.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p><strong>Phase 2:<\/strong><\/p>\n\n\n\n<p>Deadline for submission: April 6th, 2020<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Following the Phase I application submission, project applications will be reviewed and eligible applicants will be notified of Phase II procedures, which require both applicants to submit separate national applications for funding.<\/li>\n\n\n\n<li>The Israeli partner is required to submit an Israel Innovation Authority National Application form in accordance with the Authority&#8217;s regulations, through an online system.
